You have some good ideas here but a lot of holes in the theory as well. For example the Path structure you referred to was built post 1982, thus eliminating it as a possibility. Preiss used his words very literally in the verses. There are no metaphors and not much word play going on there. And replacing his words with words that sound similar has never worked before.
Study the 3 solves and you can see why this theory is highly unlikely and leaves a lot of questions unanswered.
Another example is the whirring sound. You say it is helicopter but Preiss specifically said it is man powered, meaning no motor or electricity.
Would love to get some NY guys together on a podcast to talk about this. Let me know if you are interested.
Thanks for posting. I like the path idea. Personally I think he is talking about coats of arms (I.e. New York). Oddly it feature Liberty and Justice. Also, Vols are wings and are found on coats of arms.

The Superman S was in the ballpark for my theory seeing Liberty hovers above the water. She doesn’t stand on a pedestal.
I always thought that Liberty face was Byronish.
His career in part involved comics and it is listed as his 2nd passion in his obit after being a collector of art.
What better representative for N.Y.C. seeing the birth of the Comic book industry played out in NYC by Jewish eastern European and in Byron’s case Russian men.
Think Superman Liberty and Justice for all. What verse gives you a monument with a Liberty depiction and Justice statue within feet of each other and is at the circle of the most famous nautical explorer depicted in fair folk form in the Secret?
