They should consider constructing locks at certain places to cause the river to rise where it is needed. Then in normal years simply open them up for normal traffic, close them when needed to raise water levels.

Nobody has ever remembered this happening, we all recognize this is not right. Everyone needs to realize climate change is here and we need to adjust our lifestyles. We all don’t need green lawns, we can have yards with plants that are native to the environment. Coastal cities should start desalinating. We need to elect politicians that recognize that climate is changing and they want to do something about it.
