Arkansas IS prehistoric, no modern humans there.
If we keep putting aside land because people lived on it in the ancient past, eventually, there will be no land left for the living. Studying these sites won’t give us new context or knowledge or unlock the secrets of the past. I think its ridiculous that there are so many areas around the world that are off limits to the living, effectively giving it back to the long dead people of the past.
Seems like that it would be reasonable to find out what is there before the decision is made to pave over it.
But historically if they find something significant it is blown up dynamite…
