The huge majority of land in Texas is privately owned. Texas rivers, however, are owned by the state of Texas and are open to the public for recreation, fishing, hunting, metal detecting, camping, etc.

    Not all Rivers in Texas are short .The Brazos River is a very long River in Texas , I live about 1/2 mile from it never found anything but trash in the River but I have only been looking 60 years !

    In general Texas waterways are legal for public access. There are stipulations. So, not every creek or small river is "Fair Game". Check out the following link for legal details. So I went metal detecting at St. Augustine FL and I started to find bottle caps, pull tabs tent stakes, etc. But today on September 11 2016, I found a musket ball!!! I’ll try to add a pic but the musket ball is in perfect condition after getting the rust off. I am truly amazed! 😆 I would totally recommend this to someone who would like metal detecting!*
