MOST of it should be affordable housing!

27 stories is tall enough for a small state capital!
Keep on building 27 story buildings; and higher; and yes that will attract more wealthy residents but that will also attract higher rental prices for the lower income earners; and those who are earning slightly more than the lower income earners; and they’re going to be squeezed by those higher rental prices; and the next thing that will happen is that there’s going to be a few homeless men; and women who have children; and then there will be a few hundred homeless people making a mess throwing their trash in the streets of the downtown areas; and in a few upscale neighborhoods like you’ll see in Boynton Beach, Florida; and Portland,Oregon; and many Californian cities; and of course the downtown areas of Seattle,Washington!
