Lots and lots of gold specks.
Small generator to run a compressor with an air chisel to break up the hard pack into chunks.
Get a hammer mill to reduce the chunks to fine material to run and get the most out of it.
For the gravel layer on top of the bedrock maybe use a shop vacuum to get every last bit up as the gold will have tended to settle into every last crevasse you can’t get at with a shovel.😉👍

My step father went out that way to prospect once. He found no gold, just hundreds and hundreds of little copper rectangles about 1X3cm with the words "DICK HEAD" punched into every one.

One tool you could use that would work well is a rotary drill. Not sure what the laws there about that but we break up a lot really fast with battery powered rotary drills. They do go dead but it’s enough with a few battery packs to get enough to work with.
